Tsaltas was born in Sydney, Australia, and was also partly raised in Patras, Greece during his primary schooling years. He attended James Cook Boys High School in Sydney and studied at the University of Sydney graduating with a Bachelor of Economics (major in government) degree in 1988. He completed his Master of Arts (Sociology) degree in 1990 at the University of New South Wales.
